This describes 'escapeshellcmd','exec', 'system' and 'passthru' - although I don't know how well these work on a MS-Windows OS. If you want to spawn a background process, that seems to a lot more tricky as you need to disconnect the process from the current session - someone posted a wee 'C' program to the list which does this in Unix - see the archive for more info.
