I think system() has worked for much longer than 1.3.6... but I'm not an
Apache version control guru either.
Use the optional arguments to system() (or does only exec() have that?) to
determine OS error code.
'man errno' should then let you count them off from 1 to whatever you have
and get something useful.
99.9% of the time, it's path/permissions as defined by the environment of
the user running PHP (usually 'nobody').
