Are you entering the fully-qualified URL? The following works perfectly on
my machine:
<?php
$tempVar = getImageSize("http://i.cnn.net/cnn/images/main/cnnlogo.gif");
echo $tempVar[3];
?>
(it's the main logo for cnn.com)
