if you are talking about HTML then ALWAYS USE ROOT-RELATIVE PATHS.
so, if you put a simple html link to '../file.html' you should ideally have
it as '/whatever/dir/it/is/file.html'.
This style should always be used, especially when developing a dynamic site
which is what all of us do in here.
If you don't follow this advice I will start calling you "DreamVeawer" :-)

To specify, I want to link to a file in a previous directory, none of those

you should use full-path instead. You can easily find out what the name of
the upper directory has in PHP with using either
$HTTP_SERVER_VARS['DOCUMENT_ROOT'] or dir_name(__FILE__) or
realpath('../previous.html').
