Cookie Not Setting..

Ok, I've used cookies before and have never had a problem with them but for some reason this
doesn't seem to be setting! Here is the start of the file called after logging in to my site.
In another file I have echo $wwblCookie and have also tried echo
$HTTP_COOKIE_VARS["wwblCookie"] but no luck.
