You want this:
if (!{$C_Last_Name}{$y}) {
The {} surrounding the variable name tells PHP that those are
unique entities/variables. For example, you could use the following:
echo "Hello, {$userInfo->printFirstName()}";
to interpolate a class' method call within a string...
