time compare in my sql

Hi folks
I have a filed in data type "time" , how would I compare the value submited from the form
with the value in that filed, which is in format "11:00:00" ?
When I do this in query:
select * from table where time < = '12:00:00'; ( in order select all records that have
time before noon)
it keeps saying sql syntax error.
What should I do?
