IE5 Windows and setcookie

Does anybody have any tips on IE5 Windows and setcookie? I have gone through and eliminated linefeeds and carriage returns. I have also reviewed settings within the browser. I have tried it on NT4 and Win95.
Cookies are set properly in Netscape on Windows, Mac, and Linux, and IE5 on the Mac.
Here is the code:

I am at my wits end on this. Has anybody found a solution to this?
