I think that means that whomever configured PHP specifically dis-allowed use
of the function known as mail()...

You should be able to point PHP to QMAIL's wrapper named "sendmail" and it
won't even know the difference...
But if mail() was disabled at compile-time as I suspect above, there ain't
nothing you can do other than re-compile.
