suid programs

Hello I have written two little suid programs in C, one just stops the
webserver, the other starts it. The permissions are 4750 and a user from
the web group can run it. Actually I tried it 4755 at which point I could
su to nobody and stop and restart the web server.
The problem Is when I run the script it always seems to stop web services
however doesn't resart them. Anyone know what might be causing this?
