This is for an exact match of your example above:
preg_match ("/<META[^>]+CONTENT=\"([^\"]+)\"/", $string, $matches)
If you don't know if it's in upper and/or lower case:
preg_match ("/<meta[^>]+content=\"([^\"]+)\"/i", $string, $matches)
