Do you have "/path/to/download.php/Skinvision.zip?files=whatever..."
as the URL? I think some verions of IE want .zip as the last thing in the
path to know how to handle the download...

Are you 100% sure strlen() is giving the correct number for the bytes?
Maybe some sort of NUL (\0) in the string is throwing strlen off, so the
size you are giving is just plain wrong...
IE *would* be goofy enough to assume the Content-length had to be correct
or it could just up and die.
