No. Only something stupid like ASP would do that. :-)

Yes. Compile it without adding the --with-apxs or --with-apache (but all
the rest the same) and re-consider --enable-discard-path,
--with-safe-mode, etc (see the docs on those).
You'll then have a stand-alone binary that you can call from cron or #!
just like Perl.
A quick search of the mailing list for "cron" will turn up this thread
numerous times, possibly with more detail.
