Include() and Require()

Hi folks,
I'm pretty new to the list, and have just hit a problem.
I read this in the php manual:

As long as support for the "URL fopen wrapper" is enabled when you configure
PHP (which it is unless you explicitly pass the --disable-url-fopen-wrapper
flag to configure), you can use HTTP and FTP URLs with most functions that
take a filename as a parameter, including the require() and include()
statements.

But when I use
require('http://www.mycgiserver.com/~webfever/headerfooter.php')
I get
errors about not being able to read from the file. I know it exists (I'm not
that stupid!!).
Anyone know what's going on?
If anyone replies, can they hit 'replie to all', cos I get this in digest,
and it'll be quicker for me to find my reply. Man you guys know how to send
a lot of mail!!
