Session not timing outafter 180 minutes

Everything is pretty much set to default vaules. I can
leave the browser open and come back 12+ hours later
and the session is still active. Why??
session.cache_expire 180
PHP Version 4.0.3pl1
'./configure' '--without-gd' '--with-apxs'
'--with-mysql=/usr' '--with-pgsql' '--with-imap'
