php.ini search path?

Rephrasing a question buried in a previous message I sent
out and again pardon the cross-post, but I want to make
sure everyone sees this.
What is the search path for php.ini when loading
PHP4 as a module via apache on UNIX?
I do not want to include the php.ini in the compile-time
defined directory, so what is the "current working directory"
as defined at the top of the php.ini-dist file?
It is NOT apache/, nor apache/php/, nor apache/htdocs/ nor
apache/libexec/ (location of libphp4.so). Where is it?
