You are probably using the Windows version, based on the error message.
Only time i've seen this is when trying to use the ISAPI Windows version -
it just doesn't work very well, period. Don't use it. use the CGI on Windows,
or move to another platform and have it compiled in to the webserver (Apache
is the prime example).
