Almost for sure that's to be interpreted as:
"The /isdnrep process you attempted to run is trying to access a
non-existent file or directory" rather than "/isdnrep does not exist"
Your mission now is to figure out what isdnrep does, and what files it needs
to access and why can't it find them.
