SWF and PHP 4.0.6

I am trying to get SWF installed into PHP for a customer and I am having some problems. I downloaded the file dist.99.freebsd.tar.Z and uncompressed the file. Is there a better way to do this? Is there a better library to use for Flash with PHP? Any suggestions would be appreciated?
