Exec() trouble

Ok.. I want to run the following command line from a PHP3 web page:
nohup /usr/local/games/q3a/linuxq3ded +set dedicated = 0 +exec
serveralone.cfg&
As you can see, the path is /usr/local/games/q3a/ and the command line is
linuxq3ded +set dedicated = 0 +exec serveralone.cfg'
but the program doesn't run, I type ps -A in telnet window and linuxq3ded
doesnt appear. It does appear when I run the same command in the telnet
session.
What am I doing wrong? The program has chmod 777
