Sounds to me like your difficulty is with html rather than PHP. The only way
to get user response into a php script is by a page submission. This can be
done by a form or a url (with a query string attached). The variables
defined in this way are then available to the php on the page requested (in
the url or the action of the submitted html form).
e.g.
<form action = "response.php">
<input type=text name=fred>
</form>
or
<a href= "response.php?fred=bill">bill</a>
<a href= "response.php?fred= harry ">harry</a>
then, in response.php ...
<?php
echo($fred);
?>
I came to web programming from designing and writing management information
so I can appreciate your difficulty, but once you get your head around the
client-server relationship and how they communicate you'll be fine.

lies in
