From command line "telnet" try:
chmod 0755
/full/path/to/the/file/unless/you/are/doing/it/within/its/directory.txt
Also, a tip for a beginner would be chmoding it with your favorite FTP
client - they usually have this future.

I'm having a problem with my site :
I have just uploaded it ( on local server it worked ok ) . I'm having a
problem with
writting into a text file (I was told to chmod the text file, but I
don't know how). It says
that r+ mode is not ok (it reads the data, but it can't write it into
the file )..,.
