Yeah, I have tried various permission schemes on the files and directory.
Nothing seems to work as PHP writes the file as rw -- --
Problem is my domain isn't in the same group that php is writing the file
as.
I have never compiled php into apache. Is this something that is set when
you compile php or is it the write permissions of the user php is running
under that dictate the permissions of the file php writes <- don't know if
that make sense :/
If the latter is true, how does a hosting provider resolve this when
offering php as a module?

In unix, you can alter the permissions on any file you own, and you can
lock yourself out.
You can make a file write-only!
Root, of course, can override all permissions.
It may be not the permissions, but the ownership of the file.
If you have shell access, do a ls -l, and see the permissions and ownership.
