Server side includes (SSI). Your page extension would be .shtml
Here's the syntax (an example):

I've really enjoyed skimming all the post here in the list. Also, I'm
impressed by the way a person will ask a question and get several answers
within minutes. The list has helped me several times while I'm trying to
learn how to use PHP.
One PHP function I've enjoyed using is the INCLUDE function. My question
today is: What is an HTML equivalent of the PHP function named INCLUDE?
