PHP and MySQL go together hand-in-hand to do what you want. ASP and PHP are equally easy for what you want, but PHP has way more features and 3rd party support, and runs on a stable platform... If you plan on sticking with Win98/2K, though, and never expect to move to a stable Un*x environment, it's a toss-up.
