php not reading php.ini

Hi all,
I have enable sybase magic quotes=on in php.ini, and with the test file in my phpinfo(); says configuration path /www/conf i have placed the file there, but the sybase magic quote=off!!
am i suppose to change all files ie php.ini -dist & php.ini -optimized aswell?
pls help
