How to change the user of PHP.

Is it possible that PHP can change itself to mimic a certain user?
I ran into this problem when i touch()'ed a file that didn't belong to PHP
but to another USER.
How can i TOUCHE it, while the user who made the file is not PHP ?
Is tehre someway that php can be a user for a moment?
So that the file does belong to php?
To make it a little bit more clear?
When PHP makes a file the user is set to NOBODY, now when i touch() that
file it goes all good and well. But when i TOUCHE() a file of another user
the OPERATION is not PERMITTED
So now i wish to switch to that other user for a moment so i can touch()e
that file anyway.
Is that possible or is there a solution for that?
