You're missing a dollar sign. "sqlstatement" is a variable, not a
constant. (You can also shorten the statement a bit by changing your
assignment operator...)
$sqlstatement.=$t1 . $q[$i] . $t1 . $t2;
As for quotes being a problem, have you considered using "here doc" syntax?
