PHP is a Module -- Whether that is or isn't a Servelet, I dunno... You *can* also compile PHP as a stand-alone binary, so it's "just like #!/usr/bin/perl" (only better, of course :-)... Anyway, if that cocoon2 thingie (whatever it is) can call a CGI script or shell command to do what you want, that's the route to go.
