Master vs local values in php.ini

I've changed the include_path variable in php.ini to
where I need it to point. However at some point
something changes the local value away from the master
value and breaks it. There are no php-value/php-admin-value
tags in my httpd.conf file. phpinfo() displays the differing
local and master values so Its nto something my scripts ar
doing. Can anyone tell me where I need to look to see why and
what is causing teh include path to change?
