There could be a number of reasons for this - it is hard to know without
seeing the code and the server config. A couple of quick ideas:
(1) The PHP configuration is different for the secure web server compared to
the non-secure version. For example, many hosting companies have two version
of Apache running: one for non-secure, and one for SSL. The two apaches
could have different PHP install parameters. You should create a phpinfo
script for both and see if the config is the same.
(2) The file directories and/or permissions are different. It could be that
in referencing the file, you are are referencing a different directory for
the different versions. Or, the permissions on the directory could be such
that the secure version is not permitted but the non-secure version is - you
should check how each web server version has its permissions set.
I am sure there are other possible reasons, but these just popped into my
head.
