Problesm with japanese filenames

I'm not sure if anyone here can help but I sure hope so ...
I have installed Samba on a RH Linux 7.1 machine. Our office uses japanese windows machines to put files on the samba server. These files have japanese ilenames.
I also have PHP 4 installed on the same Linux machine. I have been
successful at having PHP get a listing of the directory names to a web page. The dir names come out in japanese just fine.
The problem I have is that I then try and link those dir names to an
indes.php file in the dir (having a <A HREF="dirname/index.php"> tag).
Eventhough the dir name comes out fine on the web browser it is actually mangled in the source HTML that PHP creates. (i.e. I have somethign like this:
<A HREF="fBYj[h/index.php"> fBYj[h </A>
And when I click on the link I get:
http://10.2.100.85/intranet/HR/????????/index.php
(actually the ??????? is not really "?"'s but the proper japanese characters for the dir name. My emailer doesn't support japanese it seems).
Does anyone have any ideas how I can get my links to work?
