a) Any extension can be setup to do anything, such as parse PHP. Here's
an example from httpd.conf :
AddType application/x-httpd-php .php .php3 .html .parsemephp .blah
All those will parse php. Most likely you can use .htaccess too,
depending on your server is setup.
b) All the "stuff" after the ? is the Query String so you could use the
predefined variable $QUERY_STRING :
print $QUERY_STRING;
In your example, that will print 'yes' This can be rather limiting
approach though, consider other means. The following may seem helpful :

Also check phpinfo() for available predefined variables and plan
accordingly. phpinfo kicks ass!

And for the strong at heart, check out mod_rewrite voodoo magic

Have fun :)
