PHP's java environment will keep the JVM running across multiple invocations
if PHP is running as a server module, similar in concept to the way
persistent database connections work. (the JVM won't be initialized until
your code calls it)
There is a note in the README file for the Java extension that if you are
concerned about maximizing Java performance, you might prefer to compile PHP
using the sapi servlet so that PHP would actually run under your servlet
engine. Obviously the decision to use this would depend on whether you had
more logic implemented as PHP or Java in your site.
