Some servers are being moved around. Use a mirror. Here are some for you
to try:
us.php.net
us2.php.net
rack1.php.net
uk.php.net
dk.php.net
dk2.php.net
Any one of those will have a full mirror listing available for you so you
can find one closer to you.
www.php.net will be back shortly.
