help me with open_basedir?

http.conf says:
<Directory "/www/vhosts/website">
php_admin_flag safe_mode off
php_admin_value open_basedir /www/vhosts
</Directory>
php script filename is:
/www/vhosts/website/test.phtml
script says:
<? $fd = fopen("text.txt", "w"); ?>
which gives error:
Warning: open_basedir restriction in effect. File is in wrong directory
Why is this? anyone know?
I swear I am not in the "wrong directory".
I can't fopen any file anywhere under /www/vhosts even when I provide the
full path for fopen
