You might prefer to try
chmod 766 settings.php
as this is the order that chmod expects its parameters in - "settings.php"
is not a mode setting, hence the "invalid mode" error you're getting :-)
This is useful because you can do
chmod 766 settings.php foo.php bar.php xyzzy.php
and all four files will be set to 766

How do you read the -rw-r--r--?
How do I change the mode?
chmod settings.php 766 did not work.
