PHP tags and WML pages!

hello.
Here is how a WML page should start (if i'm not wrong) :
<?xml version="1.0"?>
<!DOCTYPE wml PUBLIC "-//WAPFORUM//DTD WML 1.1//EN"
"http://www.wapforum.org/DTD/wml_1.1.xml">
<wml>
.
<?
//php code here
?>
.
</wml>
Now a big problem arise when PHP tries to parse that page cause it first
encounters the <?xml ....?>
I can't turn off the ShortTags so that <?php?> instead of <??>...
how can i solve this?
