why does chmod($dirPath,6770); fail?

I'm curious as to how come I can't set a directory to look like:
drwsrws--- 2 nobody html 4096 Jul 20 13:43 junk/
with chmod($dirPath,6770);
it ends up being all whacked:
d--srw--wT 2 nobody html 4096 Jul 20 13:41 junk/
Apache is running as "nobody" and 'nobody' is in the 'html' group.
even chmod($dirPath,4770); doesn't work.
Basically I want this set so that all files then uploaded will be set
correctly to the 'nobody.html' owner.group...
