<A HREF problem

I have a script that displays records one field of which is a link to a file
on my FTP server. This field is displayed using:
echo "<A HREF='$row[54]'>Download</A>";
Instead of showing as:
ftp//:my_server/file_to_download
the link shows as:
http://www.my_domain.com/file_displaying_records.phtml?variable=$variable#ft
p//:my_server/file_to_download#
where the first part refers to the script that displays the records.
Any ideas how can I stop this happening?
The data in the field actually appears as
#ftp//:my_server/file_to_download#. This is derived from Access - exported,
uploaded as a text file then imported to the MySQL database. Could this be
the reason?
