error using fsockopen

I'm trying to use fsockopen function on a server with RedHat 6.1/6.2.
The script is the same written in the php manual:
$fp=fsockopen("www.php.net",80,&$errno,&$errstr);
$fp returns false and error=0.
Please help me.
