IIS 5.0 problem

sometimes my web server IIS 5.0 won't work (when i call http://localhost
browser told me "HTTP 404 - file not found" but the file still exist)
i already start web server service but i cannot call "Internet Service
MAnager" (it doesn't appear). but when i look at the process in task
manager
it shows me "mmc.exe"
how can i solve them ? thanks very much
