included and required files aren't cached per se
they are cached along with the document which they become part of, but
there's nothing in the file passed to the client to indicate that they are
separate files, and as such, they cannot be individually cached.
so, despite having the same content on multiple pages, the client has no way
of knowing that the content is the same (it has no reference to the source
file)
for the same reasons, this won't affect how the document itself is cached,
as there is no client-side relationship between included file and the
document passed to the browser
im not sure how well im explaining this, but im sure you get my drift
