Running executables from PHP4 on NT server

Dear colleagues, I have an application, which is a special DOS based listserv - it sends tasks to my students and checks replies for correctness. Listserv is a bit oldfashioned today. I would like to add web communication to that, but still running the old version for some of my students who have e-mail internet access only. It would be extremely helpful if I could run my old DOS executables from PHP and include the results into web pages. Unfortunately, I am not able to run any executable - I always get a message like "Warning: Unable to fork [cmd.exe] in F:\Inetpub\wwwroot\pokus2.php on line 53". Did anybody use PassThru, System or Exec on his pages unde NT, and did it work?
