make install error

I am currently writing an RPM for php4 on Redhat 6.2. It's fine until the
%install section, I get the error:
+ make install
make: *** No rule to make target 'install'. Stop.
However, when I manually install php4 without using the RPM "rpm -bi" command
it installs fine. This 'make install' problem isn't just occuring with my php4
rpm, but also with apache-1.3.12, rsaref-2.0 rpm, openssl-0.9.5a rpms. Any
tips? Thanks.
