AFAIK, it will reread the .ini file every time only if you're running PHP as a CGI, as opposed to an Apache module (or ISAPI or NSAPI module, but I don't think either of those are industrial strength yet). SO, yes, the .ini file will be reread each time PHP is called by IIS.
