php directives and the servlet api

I am going to compile php as a servlet (once again)
and I'm going to run it on tomcat 4.x as a webapp.
I know that I can still use php.ini to set6 my php
directives but I was wondering if there could be an alternative.
what I would like to do is to set those directives in the
web.xml file in my WEB-INF directory. Is this possible at all?
Is there anything that I can do to help make this a reality?
