Okay figured it out. I'm an idiot, that was the problem.
I did "/usr/sbin/httpd stop" "/usr/sbin/httpd start"
I should have done "/etc/rc.d/init.d/httpd stop" "/etc/rc.d/init.d/httpd
start"
Realized my error when it worked after a reboot.
