Can you be more specific? I am just guessing here but is this what you want:
<? $title = "home"; ?>
<html>
<head>
<title>
<? echo $title; ?>
</title>
</head>
<body>
<? echo $title; ?>
</body>
</html>
Perhaps, I am not getting what you are asking for.
