Andrew, This sounds like a web server configuration issue. (i.e. their server is not configured as your is) You need to specify both the php AddType line AND the php Action line in the servers config file. I am assuming apache here..... Just grep your httpd.conf file for "php" and compare with the same from your users config file. Good luck!
